Atmosphere
Ulquaan Ibasa is a place of cold beauty and lingering dread. The island is a mass of dark forests, jagged mountainsides, and fog-choked harbors. The capital, Kor Teshub, is a port city where living sailors and undead dockmasters work side by side — the latter moving with eerie precision, their preserved bodies showing the careful work of centuries of necromantic artistry.
The island is incredibly rich in ambient mana, making it a haven for magical creatures. Trolls inhabit the northern wilds. Pirates work the southern ports. And in the great stone halls of the Elder Council, undead nobles who remember the Necromancer's War debate the fate of a nation that the rest of the world considers an abomination.
History
The island was settled by undead nobility and their followers who fled the mainland following their defeat in the Necromancer's War. They retreated to the Isle of Trolls, correctly assuming that no mainland nation would pursue them to such an inhospitable place. They settled the south, broke the troll tribes in the north, and built a new civilization from exile.
Government & Society
The island is governed by an Elder Council of unaging undead, many of whom still remember the War. There is no hereditary ruler — the elders are too prideful to submit to an equal. A First Speaker is elected every 10 years as chief coordinator.
While dominated by undead leadership, the vast majority of the population is mortal human. In Ibasan culture, transformation into undead is seen as a supreme honor — a reward for distinguished service or achievement. The island has loose magical laws, openly permitting soul magic and Necromancy.
