Description
Ulquaan Ibasa is an isolated, mountainous island located northeast of Altazia. It was historically called the Isle of the Trolls for its original inhabitants. Due to international blockades and a lack of resources, the Ibasans turned to piracy, primarily targeting Eldemar.
Despite its harsh climate, the island is incredibly rich in ambient mana, making it a haven for monsters and outcasts.
History
The island was settled by undead nobility and their followers who fled following their defeat in the Necromancer's War. They retreated there, correctly assuming the mainland nations would not pursue them to such an inhospitable place, settling the south of the island.
Government & Society
The island is governed by an Elder Council of unaging undead, many of whom still remember the Necromancer's War. There is no hereditary ruler — the elders are too prideful to submit to an equal. A First Speaker is elected every 10 years to serve as the chief coordinator.
While dominated by undead, the vast majority of the population is mortal human. In Ibasan culture, transformation into an undead is seen as a supreme honor and high reward. The island is known for its loose magical laws, allowing for the open practice of Necromancy and Soul Magic.

Political Factions
Reconciliation Faction (currently in power)
Advocates for diplomacy with the mainland, reducing piracy, and making legitimate trade deals. Views the goal of recovering mainland territories as a lost cause.
Expansionist Faction (led by Quatach-Ichl)
Believes Eldemar will always be a threat and the only safety lies in keeping them off-balance. Supports continued piracy and probing attacks, hoping to trigger another continental war and seize mainland territory.
Quatach-Ichl's faction has broad support among both old undead and regular citizens (who benefit from piracy).
